OSCE to invoke Moscow Mechanism to study human rights situation in Chechnya: Media report that the US has joined a coalition of 16 countries which have invoked the Moscow Mechanism to study alleged human rights violations in Chechnya. Deputy spokesperson for the US State Department Palladino is quoted as saying that "the United States and other OSCE countries have repeatedly pressed the Russian Federation to investigate reports of extrajudicial killings, torture, arbitrary detentions and other abuses in Chechnya." Russian Constitutional Court to examine border deal between Chechnya and Ingushetia: Ingushetia's head Yevkurov has asked the Russian Constitutional Court to examine whether the agreement on the administrative border between Chechnya and Ingushetia, which was signed on 26 September, complies with the Russian Constitution. Human rights activist calls on Russia to help bring back Russian women from Syria and Iraq: Member of Chechnya's human rights council Kheda Saratova has called on the Russian authorities to help facilitate the return from Syria and Iraq to Russia of women who were brought by their husbands to areas controlled by the Islamic State terrorist group [banned in Russia]. She said that according to some estimates, several thousand Russian women could be in Syria. (Kommersant, MK)

Russian Constitutional Court to examine Chechnya-Ingushetia border deal: The Russian Constitutional Court has accepted the request filed by Ingushetia's head Yunus-Bek Yevkurov to check whether the agreement on the administrative border between Chechnya and Ingushetia complies with the Russian Constitution. The hearing is scheduled for 27 November. Vedomosti reports that the co-chairmen of the World Congress of the Ingush People have requested that representatives of the Congress be involved in the consideration of Yevkurov's request. Woman blows herself up in Grozny: A woman blew herself up near a police checkpoint in Grozny (Chechnya's capital) on Saturday. No police or civilians were killed or injured in the attack. Reportedly, the woman has been identified as Karina Spiridonova, who was born in Adygeya and resided in Dagestan. (Gazeta.ru, RIAN, TASS)

OSCE's Vienna, Moscow Mechanisms to study human rights situation in Chechnya: Kommersant reports that Russia is unlikely to nominate its expert to take part in an international inquiry of reports on alleged human rights violations in Chechnya, which was launched in the framework of the Moscow Mechanism of the OSCE. The daily reminds that the OSCE launched the Vienna Mechanism and then the Moscow Mechanism in connection with reports on the alleged persecution of LGBT people in Chechnya. (Kommersant)

Rally planned in Ingushetia against border deal with Chechnya: The Ingush authorities have granted permission to hold a rally on 27 November in Nazran to protest against the agreement on the administrative border with Chechnya. Press recalls that on 27 November, the Russian Constitutional Court is scheduled to consider Ingush head Yevkurov's request to check whether the border deal between Chechnya and Ingushetia complies with the Russian Constitution. Kommersant, meanwhile, reports that representatives of the Ingush opposition have submitted an application with the Ingush elections commission to register an initiative group on holding a referendum on the issue of the administrative border with Chechnya. Constitutional Court considers Chechnya-Ingushetia border deal: The Russian Constitutional Court on Tuesday considered Ingush head Yevkurov's request to check whether the agreement on the administrative border between Chechnya and Ingushetia complies with the Russian Constitution. The decision is expected to be announced within one month. Yevkurov and Chechen leader Kadyrov, as well as the chairman of Ingushetia's Constitutional Court Gagiyev did not attend the hearing. RBK daily reports that representatives of the Russian President and the Federal Assembly (Russian Parliament) at the Russian Constitutional Court supported the signing of the border deal by the heads of Chechnya and Ingushetia. Meanwhile, some experts warn of a new wave of protests in Ingushetia. (MK, NG, RBC, Vedomosti)

Chechen human rights activist Titiyev case: Novaya Gazeta draws attention to hearings in the Shali city court (Chechnya) of the case against the head of the Chechen office of the Memorial NGO Oyub Titiyev charged with 'illegal possession of drugs'. The founder of the Yabloko party Grigory Yavlinsky spoke in defense of Titiyev. However, the court has rejected Yavlinsky's petition to release Titiyev under his guarantees. (Novaya Gazeta)
