Information portal planned to be launched for North Caucasus: Reportedly, the Ministry for North Caucasus Affairs is working jointly with TASS news agency to launch an information resource for the North Caucasus region. A source, close to the Government, told Kommersant that up to RUR240 million will be allocated for the project in the next three years. (Kommersant)

Russia's chief investigator accuses Ukraine PM Yatsenyuk of fighting in Chechnya in 1990s: In an interview with Rossiyskaya Gazeta, the head of the Russian Investigative Committee Bastrykin claimed that Ukrainian PM Yatsenyuk had been involved in fighting against Russian troops in Chechnya in the 1990s and accused Yatsenyuk of involvement in the torture and executions of captured Russian servicemen in Grozny. Russia’s to accept refugees from the crisis-hit Syria – Human Rights Council: According to reports, Presidential Council for civil society and human rights suggests that Russia should take in refugees from the crisis-hit Syria. "To accept the refugees, there is a need for political will," a Council member Maxim Shevchenko, who has proposed the initiative, was quoted as saying. The Council plans to ask Russian President Vladimir Putin to give green light to accepting the refugees. Reportedly Russia may host some 5,000 or 10,000 Circassians, an ethnic group of North Caucasian origin who were displaced in the 19th century. Some 80,000 Circassians currently live in Syria. The refugees could return to their historic homeland in Russia’s Adygea, Karachay-Cherkessia, Kabardino-Balkaria and the Krasnodar Territory. (Izvestia)

Chechnya's Kadyrov slams judge over recognizing quotes from the Quran 'extremist': The media comments broadly on remarks by Chechen leader Ramzan Kadyrov, who has threatened to 'personally call to account' the judge from Yuzhno-Sakhalinsk (Russia's Far East) who qualified as 'extremist' a book containing some quotes from the Quran. Putin praises recent regional elections: Meeting with the newly-elected heads of Russian regions on Thursday in Sochi, President Putin praised the 13 September regional and local elections in Russia as 'fair and competitive'. Also on Thursday, Putin held a meeting with Chechen leader Ramzan Kadyrov and Ingush head Yunus-Bek Yevkurov. (ii) RBK daily writes that the Communist Party and Zhirinovsky's Liberal Democratic Party initiate a parliamentary investigation of the outcome of the gubernatorial elections in the Republic of Mari El and the Amur region. (iii) The media addresses a report by the pro-Kremlin foundation 'Institute of Socioeconomic and Political Studies' (ISEPI) analysing the 2015 regional and local elections. Several thousand rally in Moscow for 'rotation of power': According to police, about 4,000 people took part in an opposition rally on 20 September in Moscow's Maryino neighbourhood to demand the 'rotation of power'. Organizers of the action estimated the number of participants at about 8,000. The rally was authorised by the Moscow city authorities. Press reports that opposition activist Alexei Navalny demanded that Chechen leader Ramzan Kadyrov be questioned over the murder of opposition politician Boris Nemtsov and Pskov region governor Andrey Turchak over an attack on journalist Oleg Kashin. Ukrainian national on trial over killings of Russian soldiers in Chechnya: Kommersant reports that the prosecutor has asked a court in Chechnya to sentence to 19 years imprisonment Ukrainian national Alexander Malofeyev accused of involvement in killings and torture of at least 30 Russian soldiers during the first Chechen war in the 1990s. Ukrainian national convicted for killings of Russian soldiers in Chechnya: The Shatoi district court (Chechnya) has sentenced to 24 years and six months of imprisonment Ukrainian citizen Alexander Malofeyev accused of involvement in killings and torture of Russian soldiers during the Chechen military campaigns. Ranking of Russian regions: The Committee of Public Initiatives headed by former Finance Minister Kudrin is set to publish biannual ranking of Russian regions depending on their socio-economic conditions. The authors will try to find out whether these conditions can cause political tension in regions. One of the future authors, Alexander Kynev, cited the following risk group: Irkutsk region, Dagestan, Sverdlovsk region, as well as Moscow and St. Petersburg. (Vedomosti)
